Power supply disrupted in Barapani, Nlg

ITANAGAR, Jul 11: Power supply to Barapani and nearby areas of Naharlagun will remain cut off/disrupted for an indefinite period of time due to a major damage caused to the 500kva 11/ 415 kva transformer of Barapani substation this evening. Burning of HT/LT coils due to over loading has reportedly caused damage to the transformer, informed EE, Nirjuli Electric Division.

The EE urged the consumers of the affected areas to bear with the department for the inconvenience caused to them until power supply is restored. The transformer is being lifted for repair, the EE said.

Arrest the culprits: APHOA

ITANAGAR, Jul 11: The Arunachal Pradesh Horticulture Officers’ Association (APHOA) has sought immediate arrest of the culprits involved in the physical assault of deputy director horticulture at his office chamber July 8 last.

While expressing disappointment with the incident, the APHOA appealed all stakeholders of the society saying that horticulture society is meant for imparting technical knowhow to interested farmers for proper growth of horticulture crops and is not meant for suppliers to fulfill their demands.  It requested everyone to create conducive atmosphere in order to provide quality horticulture inputs to the local farmers.

 

Financial literacy awareness prog by NABARD

ITANAGAR, Jul 11: As part of its foundation day celebration, NABARD Arunachal Pradesh Regional Office, Itanagar conducted a financial literacy awareness programme (FLAP) at Langper village under Sagalee block of Papum Pare to create awareness among the public on various financial products/assistance offered by the bank.

Kamal Roy, APM, NABARD informed the gathering about various schemes being implemented by NABARD for the benefits of villagers. He talked about financial Inclusion, financial planning, various financial products like saving a/c, RD, FD, loans and advances, PMJDY, PMSSY, PMJJBY, APY, KCC, Farmers Producer Organizations (FPO) and Bhoomiheen Kissan Yojana through formation of Joint Farmer Groups (JLG).

The staff of Apex Bank, Doimukh branch collected deposits on the spot from the villagers, who are maintaining accounts with the bank.

The programme was organised in collaboration with a local NGO – N N Charitable Society (NNCS).

More than 100 villagers were present in the programme.

Similar programmes were also organised at Ganga Village, in collaboration with National Youth Project (NYP).

 

AAPCCAAA demands for service regularisation

ITANAGAR, Jul 11: The All  Arunachal Pradesh Computer cum-  Account  Assistant  Association (AAPCCAAA ) under  RGPSA  Scheme  of Panchayat Department has strongly  urged  the state govt to consider/approve the demands for continuation and regularization of services of its employees and increment of their salary during the on-going Legislative Assembly session.

Though the Central Government has already scrapped the RGPSA scheme, 591  CAA / 177, TA (JE)  staff  are  still working very sincerely and with dedication in different remotes posting places in various districts of Arunachal Pradesh  with meagre salaries of Rs.8,000 per month under  RGPSA  Panchayat  Department.

It further appealed to the state government to consider its demand considering the age factor of the serving CAA/ TA/ JE staffs under RGPSA scheme.

Due to being over-age, we are not eligible to appear in any kind of competitive examinations or interviews for job in any of the departments, the release said.

 

Teachers training in Pasighat

Pasighat, Jul 11: All Arunachal Private Schools Association (AAPSA) held Teachers Effectiveness Training for the private schools of Pasighat and Mebo at SFS School here. The training was attended by 87 teachers from eight schools.

The programme, an initiative of AAPSA and DBYC, Itanagar was aimed at making the private as well as government school teachers of the State more committed to the mission of education. True to the theme of the training, “Teaching Job to Educating Mission”, the programme served as a clarion call to all in education sector to look at teaching as a noble mission of empowering young people and thus build a strong future for Arunachal Pradesh.

Ering writes to MoRTH to start road works

ITANAGAR, Jul 11: Member of Parliament Ninong Ering has instructed Secretary, Ministry of Road Transport and Highways, for early start of the construction/ improvement works of few strategically important roads under Arunachal (East) Parliamentary Constituency.

The MP in his letter to MoRTH Secretary Vijay Chhibber, he asked for early construction of the road between Pasighat-Nizamghat, construction/ improvement of Jonai-Pasighat-Ranaghat, Meka-Anini, and Hukanjiri - Khonsa road in Arunachal Pradesh.

The MP favoured Border Roads Organization (BRO) as working agency for these works over State PWD.

I have written to the concern Union Minister for handing over the work to BRO as working agency rather than State PWD, the MP in its letter to the MoRTH secretary said.

“BRO is doing commendable job in this sector and allow the BRO for these roads as well as the Trans-Arunachal Highway as demanded by the public of these districts of Arunachal Pradesh for early completion of these roads, the letter added.

PRI leaders demand for early release of Best Panchayat Award

ITANAGAR, Jul 11: Although the Kimin Panchayat was awarded with the ‘Best Panchayat’ during National Panchayat Day celebration in New Delhi on April 24 this year, the Panchayat has yet not received the award from the state government due to delay in the finance department, informed the Kimin Gram Panchayat Chairperson in a release.

The GP chairperson alleged red-tapism in office and keeping files pending for long without any valid reason.

While expressing strong disappointment over delay in releasing the award, which is not only discouraging but also detrimental to development, the GP chairperson, on behalf of panchayat leaders of both Kimin and Kakoi circles, strongly urged the state government, particularly the Finance Department to release the award without any further delay.

 

Acid attack victims to be treated free of cost

ITANAGAR, Jul 11: In pursuant of the Supreme Court order, Government of Arunachal Pradesh in an order has directed all the government as well as private sector hospitals that acid attack victims are to be treated free of cost including surgeries as appropriate.

The order also said that the victim should be given a certificate saying he/she is an acid attack victim.

Further adding that no hospital/clinic should refuse treatment citing lack of specialised facilities, it has cautioned that not complying with the order may lead to action against the hospital/clinic in contravention of the provisions of section 357C of the code of criminal procedure.

 

Road maintained on self-help basis

ITANAGAR, Jul 11: The entire staff of education department under Tirbin circle supported by the administration, local public and staff and officers of few other departments repaired the BRTF road from Bam Tinali to Tirbin HQ on self help basis yesterday.

The way side jungle was also cleared covering a distance of 25 km.

The programme was participated by Tirbin EAC B Nyorak, DDSE Tomi Doke, BEO Numi Lombi, Dr.T.Doke and others.

Kejum Jilen, a local contractor and Ninya Gadi spared their JCBs for the work without any charge. The BRTF road between Bam to Tirbin was in a deplorable condition and no maintenance work has been done since designating the road to Trans Arunachal Highway.

 

Low cost fly shuttle looms distribution prog launched

ITANAGAR, Jul 11: Hayulliang EAC S Sengupta recently launched a low cost fly shuttle looms distribution programme under Community Horticulture Farming Project for 1016 families under 125 villages in 8 circles in Anjaw district.

Meanwhile, low cost fly shuttle looms were distributed to women members of 78 families under Hayuliang circle.

Fly shuttle loom distribution in Kibitoo, Walong, Hawai, Manchal, Metengliang and Chaglagam villages will be completed  within next few days.

 

NABARD conducts financial awareness literacy prog

ITANAGAR, Jul 11: Importance of banking, savings, financial planning and benefits of schemes like Pradhan Mantri Jan Dhan Yojana (PMJDY), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jyoti Bima Yojana (PMJJBY), Atal Pension Yojana (APY), Pradhan Mantri MUDRA Yojana (PMMY) were discussed during a financial awareness literacy programme organised by NABARD Arunachal Pradesh Regional Office, Itanagar and Manghi Welfare Society (MWS), held at Sangram in Kurung Kumey on Friday.

In his inaugural address, Sangram SDO M Tato exhorted the participants to take full benefit of the programme as the payments relating to various central and state government schemes are being computerised at all levels of governance. He also emphasised the importance of having individual bank accounts as it helps individuals to mobilize savings and avail various benefits of financial schemes offered by banks. While highlighting NABARD's important role in formation of SHGs and farmers' clubs, he further appreciated the role of MWS in creating savings linkage with banks by covering far flung areas of the district.

NABARD DDM OP Mounglang also explained the participants about the benefits of various schemes under NABARD, while Sangram Apex Bank BM incharge Gyamar Kame informed about the formalities of opening bank accounts and various loan offered by the Apex Bank.

Indo-Myanmar border villages at mercy of insurgents: Centre

Guwahati, Jul 11: Union Home Minister Rajnath Singh today painted a grim security situation in the country's border with Myanmar and Bhutan where there were reports of insurgents, weapons and drugs crossing over and said that his ministry was taking measures to effectively manage the international borders.

240 villages with over two lakh population within 10 km of the Indo-Myanmar border were living without any worthwhile security cover, Singh told a security meeting attended by the chief ministers of all Northeastern states here.

"They are at the mercy of the insurgents. A similar situation prevails along the India-Bhutan border," he said calling upon the chief ministers of the region to pay attention to this crucial area of security.

"We must take care of the development along with the security of people living along the international borders. You would be glad to know that under the Border Area Development Programme (BADP), we have enhanced the share of the region from 30 per cent to 40 per cent," Singh said.

He said that a committee headed by Chairman of the Joint Intelligence Committee (JIC) R N Ravi had been constituted to suggest measures to effectively manage the Indo-Myanmar border.

The committee is likely to submit its report within the next few days and the government would take action as per its recommendations, he said.

He suggested opening and strengthening of police stations in the border areas to instill a sense of security among the people, which is crucial for successful implementation of the Centre's 'Act-East Policy'.

The Union Home minister also urged the chief ministers to provide land for border fencing by acquisition on urgent basis wherever it was pending. Singh said the region had a huge stockpile of illegal firearms which were smuggled in from across the border and sold here and beyond.

"Existence of illegal weapons will encourage crimes and vitiate the security eco-system of the region. I would urge the chief ministers to launch sustained drives against illegal weapons and make their respective states free of such arms," he said.

Noting that Mizoram, Tripura, large parts of Assam and Arunachal Pradesh and Meghalaya are "almost free of insurgency", Singh said it was time deployment of central forces was reviewed in the Northeast.

Meanwhile, Union Home Minister Rajnath Singh today favoured reduction in deployment of central forces in the North East in view of the improved security scenario in the region.

"In the wake of improvement in security scenario, there is a need to review deployment of security forces in the region. At present the deployment is more than it was when the insurgency was at its peak," he told a conference of North East Chief Ministers here.

"Without compromising with security, we must plan to reduce deployment to make the environment easy and also to encourage positive thinking of outsiders about this region," he said.

Singh, who was accompanied by his deputy Kiren Rijiju, also said that there had been substantial strengthening of state police forces in the past few years. PTI

 

 

Boundary dispute, UG activities major challenges of Arunachal:Tuki

GUWAHATI, Jul 11: Arunachal Pradesh is facing growing challenges from matters arising from inter-state border dispute with Assam and the activities of UG groups from outside the state, said Chief Minister Nabam Tuki today. He, however, said that the security situation in Arunachal Pradesh is under control.

Speaking in the conference of Chief Ministers of North East held by Union Ministry of Home Affairs under the chairmanship of Home Minister Rajnath Singh at Guwahati, Tuki said that there is an agreement to maintain status quo and no attempt to change facts on the ground by Governments of Assam and Arunachal Pradesh in the disputed areas along the inter-state boundary. However, activities in disputed areas by either government would hamper maintenance of peace and tranquility in the area which needs to be addressed jointly, he suggested. While informing that Arunachal Pradesh Government is committed to maintain status-quo till the Supreme Court comes up with a solution to the boundary dispute, the Chief Minister requested the MHA to confirm that both the state governments abstain from activities in the disputed areas that may disturb peace and tranquility.

Responding to the issue, the Union Home Minister advised both Assam and Arunachal Pradesh Governments to strictly adhere to the agreement of status quo to maintain law and order along the inter-state boundary as directed by the Supreme Court.

Dwelling on security along the international border, especially the Indo-Tibet border, Tuki said the challenge is that of under development, which is leading to thinning out of population from remote villages.

He urged the MHA to push the Telecommunication Department for speedy implementation of the recently cleared mobile telecommunication infrastructure for Arunachal Pradesh by Cabinet Committee on Security.

Tuki also proposed that MHA may consider supporting the raising of Special Border Home Guard, which draws men and women from remote border blocks, and utilize their local knowledge and their physical sturdiness for security purposes. For which he said the request for a larger outlay of BADP may be favourably considered.

On matters of internal security, particularly in Tirap, Changlang and Longding districts, the Chief Minister asserted that it is imperative for the Center to bring the State Government on par with their proposed strategic and tactical approaches to deal with the situation of insurgency related issues immediately.

Tuki reminded the MHA of the long pending Tirap, Changlang and Longding districts Security Action Plan estimated at Rs.177.50 crore pending before Cabinet Committee on Security (CCS) and being piloted by MHA. Recently, the MHA had conveyed that Ministry of Finance had asked as to why the Special Security Plan should be supported in view of the recent report of 14th Finance Commission.

To this effect, Tuki sought special attention of the Union Home Minister that the Government of India ought not link the special package of Tirap, Changlang and Longding districts with the 14th Finance Commission recommendations, as it was standalone and area specific intervention by the MHA.

Other issues calling attention of the MHA, that Tuki highlighted, were continued support in completion of all Projects under the Prime Minister’s Special Economic Package, particularly the Greenfield Airport at Hollongi and drinking water for the Border Blocks, East-West Industrial Corridor, long term restoration of damaged roads and bridge infrastructures, setting up of Battalions of Ecological Task Territorial Army and issues related to the Ministry of DoNER.

The Chief Minister also submitted a Memorandum listing in detail expectations and requests of the State Government to the Union Minister.

Also present in the conference were MoS Home Kiren Rijiju, MoS DoNER Jitender Singh, MoS Sports & Youth Affairs Sarbanand Sonowal and Chief Ministers of the Northeastern states.

Meanwhile, the DoNER Minister has announced a fund of Rs 225 crores for construction of inter-state roads that are lying almost abandoned and defunct. (Media Cell, CM)

 

 

New butterfly species discovered in Arunachal

ITANAGAR, Jul 11: A tiny, beautiful butterfly species new to science has been discovered in the verdant forests of the Changlang District in Arunachal Pradesh.

Discovery of this butterfly christened the Banded Tit (Hypolycaena narada), was announced by Dr. Yogesh IFS, the Principal Chief Conservator of Forests (Wildlife and Biodiversity), Department of  Environment & Forests, Government of Arunachal Pradesh.

“This discovery underscores the unparalleled biodiversity of the state.” he remarked.

The Banded Tit is a denizen of low-lying evergreen forests of Changlang. It has an interesting life cycle. The adult butterflies live only for approximately two weeks in March every year, presumably spending a large part of the remaining year in a dormant state in larval or pupal stages, which are still unknown. The butterflies feed primarily on bird-droppings along cool streams in the forests. Even if the butterfly has now been described and named, much of its biology is still a mystery. For instance, its larval host plants, breeding behaviour and precise habitat requirements are unknown, although such information may help ensure the long-term survival of this species in the rapidly changing, human-dominated landscape.

The Banded Tit was recently described in a research paper by Dr. Krushnamegh Kunte, a research scientist and faculty member at the National Centre for Biological Sciences (NCBS), Bengaluru. It is a pleasant surprise to find new butterfly species in India, whose butterfly fauna is widely believed to be well-documented. However, Arunachal Pradesh is a land of rich mega-biodiversity. A new butterfly species called the Bright-eyed Argus (Callerebia dibangensis) was last discovered here a few years ago. The discovery of the Banded Tit raises the possibility that many more species that are new to science still remain to be discovered in the remote mountain ranges and forests of the state and as such the North-Eastern India as a whole.

 

 

We must learn to respect Nature: Rebia

ITANAGAR, Jul 11: “We must learn to respect the nature by protecting it from further soil depletion,” said Arunachal Pradesh Legislative Assembly Speaker Nabam Rebia while addressing the school children at Tigdo village today. Since time immemorial nature is part of our life and it has deep impact on our culture and traditions and now it is our duty to protect and preserve it, the Speaker said after participating a tree plantation programme at the school campus of Govt M.E. School, Tigdo village. Tree plantation programme was organised  as part of Van Mahotsava week celebration.

Highlighting the importance of tree plantations and its impact on environmental aspects, Rebia said that “If we cut one tree than we must plant dozens of trees in its place.” He asked the young school children to become role model in their own locality to spread awareness among its folk on importance of forest conservation and its impact on environment. He further asked the students to nurture the saplings planted by them and also advised them to learn to have good manners and discipline in their life to become a good human beings.

Lauding the public of Tigdo for taking up steps to ban hunting and fishing, Rebia said due to unmindful human activities all beautiful species are on the brink of extinction. “If timely step is not taken up than nothing will be left for our future generation,” he added.

Rebia asked Papum Pare DC to strictly enforce order to prevent illegal hunting and fishing. Rivers are main source of fresh water and it should not be pollute ruthlessly, he further said.

Speaking on the occasion, DFO Papum Pare Neelam Nido also advised the students and teachers to take proper care of saplings planted. Informing that forest department has given 300 numbers of saplings to be planted on the occasion, Nido said the Forest Department is always there to co-operate and guide the people on conservation of forest.

Earlier ASM Tigdo village informed that village community of Tigdo is going to put complete ban on illegal fishing and hunting in their locality and heavy fine will be imposed to those undermine the order.

PHED engineers draw flak, DC moved for intervention

RUKSIN, Jul 11: The Public Health Engineer & Water Supply department (PHED) in East Siang has come under massive public criticism for its alleged failure to implement drinking water supply projects in the district.

Alleging gross irregularity in RCC works and mismanagement of fund in execution of water supply schemes at Debing village under Pasighat sub-division, the local villagers including the Panchayat members and senior citizens said that the department officials were not conducting the construction works properly. They have alleged that construction of sedimentation tank, filter and reservoir of the project were defective, while the RCC works were not done as per estimate and technical specification, which resulted easy wash-out by early monsoon rain.

The villagers in a petition submitted to East Siang Deputy Commissioner (DC) stated that they repeatedly approached the PHED officials to select intake point of the project at ‘Sarkut’ portion of Debing river, but ignoring greater interest of the local villagers, it erected the intake point at ‘Lilek’ which is at all not suitable for controlling the water flow during rainy season.

The people sought DC’s intervention on the ongoing water supply scheme and moved her for formation of well-defined “Construction Committee” involving the local Gaon Burahs, panchayat members and senior villagers for monitoring of the project works.

It alleged that huge quality building material supplied by the department against the project has been sold to illicit traders before completion of construction works. the villagers also pleaded the DC to institute ‘magisterial inquiry’ into the alleged irregularities and unearth the facts.

Sources from PHE& WS informed that the water supply scheme being implemented at Debing was sanctioned under National Rural Drinking Water Programme (NRDWP) in December, 2012. The sanctioned amount of Rs 72.77 lakhs against the scheme has all been released.

 

 

Workshop on selection of Smart City at Pasighat

PASIGHAT, Jul 11: Workshop on selection of Smart City and Urban Housing programme launched by Govt. of India was held in the DC’s conference hall here today.

Speaking on the occasion, East Siang Deputy Commissioner Nidhi Shrivastava has said that this is a great opportunity for the oldest town of the state to score over others. Directing the concerned department to prepare the master plan immediately, she desired that the proposals should be up to the mark which has to be submitted within 13th of this month. “If selected, there will be a sea change in the field of development and working system”, she added.

PMC Chief Councillor Denong Tamuk appraised the house that the selection of Smart City will be on grading system. Hence all have to make their proposals meaningful and purposeful. He was hopeful that with the contribution of all, high marks can be secured.

Director, Town Planning and Urban Local bodies Amoy Morang through power-point presentation highlighted the Smart City selection process, city selection criteria, implementation and financing and challenges etc.

Sukhvinder Singh, Sr. Town Planner gave presentation on Atal Mission for Rejuvenate and Urban Transformation (AMRUT). Presentation on Swachh Bharat Mission (SBM) and National Urban Livelihood Mission (NULM) were also made on the occasion.

Arunachal observes World Population Day

ITANAGAR, July 11:  Along with the rest of the world, the World Population Day was observed with various programmes across Arunachal Pradesh.

Over population is a burning problem of our country. In Arunachal Pradesh also, though the size of population is very small, the quality aspects of population such as education, health, gender equality and equity, judicious use of resources etc. are considered to be essential for sustainable development.

In order to highlight various population related problems and issues among the students, the World Population Day 2015 was observed with the main theme of this year -- ‘Vulnerable People in Emergencies' at Govt. Sec. School, Chimpu yesterday. School students were sensitized about the conditions of the vulnerable sections of the society such as women, adolescent girls and the children for their security, health, education and better life during the programme.

Addressing the gathering of students, teachers and SMC members, the school headmaster T. Koyu emphasised on the fact that population of a country should be healthy, educated and productive to enjoy a better quality of life. Quantity of population without quality will not help a society in any way.

An essay competition on the topic “Educating women means educating the society' was organised among the students of classes IX & X. A quiz competition on various themes of population was also conducted among the students to mark the occasion for which cash prizes were distributed to the winners.

The programme was organised by the Population Education Cell of SCERT, Gohpur Tinali, Itanagar, as a part of its extension activities in schools under the guidance and resource support of NCERT, New Delhi.

At Pasighat, East Siang District Health Society organised a massive rally with participation of students and staff of general hospital here today to mark the celebration of the World Population Day with the theme “Khushhal Parivar, Do Bachcho mein teen saal ka antar”.

Deputy Commissioner Nidhi Shrivastava flagged off the rally in presence of a large gathering including ZPC Kaling Dai and DMO Dr. Mandip Perme.

Addressing the rally at Pasighat market, ZPC Kaling Dai and PMC Chief Councillor Denong Tamuk exhorted the gathering to understand the need of population control and consequences of rapid growth of population. All should discourage early marriage and child birth and should contribute to save the world from population explosion, Dai said.

DMO Dr. Mandip Perme while explaining the benefits of small family said “it is high time, we control the population growth and avoid the miseries of the future. Over population leads to unemployment, unhealthy society, create antisocial elements etc”. While highlighting various methods for controlling birth which are available in the General Hospital, the DMO appealed all to take advantage of them.

At Ziro: Lower Subansiri District Health Society conducted an awareness programme in the conference hall of district hospital on the occasion of World Population Fortnight in Ziro today.

The inaugural session was attended by Bula Village ZPM Nani Takha as chief guest besides, medical staffs and DPMU staffs of the DHS.

Speaking on the occasion, DMO Dr. Moli Riba briefed about  the various activities to be carried out during the world population fortnight 2015 celebration such as family planning method services to be provided in various health facilities of general hospital/CHC/PHC/SC and further asked all the eligible couples of the district to avail the opportunity. He also discussed on the main theme ‘Khushhal parivar ka mantra, do bachcho mein teen saal ka antar’ which promotes space of three years between siblings and asked the participants to disseminate the message.

DFWO Dr. Derin Likar and medical superintendent Dr. Kime Horming also spoke on the ocassion.

 

 

PPA opines for opposing appointment of Parl Secys.

ITANAGAR, Jul 11: People’s Party of Arunachal (PPA) President Kahfa Bengia opined that one of the viable options to eliminate corruption from the state is to oppose the appointments of Parliamentary Secretaries in the state.

Addressing a party meeting on implementation of Article 164 (1A), the PPA President said that the Government of Arunachal Pradesh already under huge financial deficit should administer in conformity with the provision of Article 164 (1A) of the Constitution failing which the legitimacy or validity of the Tuki led Government will have to face the Constitutional mandate as per the 91st Amendment on Indian Constitution.

“Sooner or later the example of West Bengal will be repeated in Arunachal Pradesh also", he warned.

Article 164 (1A) of the Indian Constitution clearly restricts the number of Council of Ministers depending upon the number of Members of Legislative Assembly in a particular state, therefore, in the guise of Parliamentary Secretaries, MLAs cannot be favored under any State made enactment, said party chairman Kamen Ringu.

“No state can enact laws on the subjects other than the subjects mentioned in the VIIth Schedule of the Indian Constitution. The main purpose of enacting Article 164(1A) was not only to check defection of the MLAs but also to limit the size of the Cabinet for better governance and also to avoid heavy burden on public exchequer”, Ringu said.

“But sadly, what is directly being constitutionally prohibited is being achieved by indirect method in Arunachal State Assembly. Where it is not permissible to enlarge the Council of Ministers beyond the prescribed size (15%), adopting an indirect method to defeat the Constitutional mandate by giving the nomenclature of Parliamentary Secretary to a Member of Legislative Assembly, who could not make it to become a Minister is nothing but defeating the very purpose and intent of the Constitutional mandate”, said the PPA Chairman.

The description of Parliamentary Secretary and the duties assigned to them especially after insertion of Article 164 (1A) is nothing but allowing a Member of Legislative Assembly to become de-facto Minister, Ringu opined.

We should analyze how blatantly the government is draining away the public money to the tune of crores of rupees just for the upkeep and maintenance of the out of way appointed Parliamentary Secretaries over and above the regular MLA LAD and SPA funds, he added.

 

 

Devote time to help its Govt. to perform, BJP tells APCC

ITANAGAR, Jul 11: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) has suggested Arunachal Pradesh Congress Committee (APCC) to devote its time and energy in helping its government to perform and come out of the alleged deep financial crisis, corruption and mis-governance instead of spending time in “cheap divisive politics and wrong propaganda”.

Reacting sharply to the recent “immature” comment on BJP General Secretary Ram Madhav by APCC, State BJP has demanded a public apology from APCC for the ‘unqualified’ comment on the BJP functionary.

“It is un-ethical, illogical and unbecoming on part of the APCC to make such comment on one of the most veteran national leaders of India”, said party General Secretary Dominic Tadar.

“We do not require any certificate from APCC on Ram Madhav”, he said, and invited the party for an open public debate over the ‘immature’ term/comment on the veteran national leader.

 

 

Cultivation of finger millets with SRI principles

Finger millet is a staple food crop in Arunachal Pradesh. It is cultivated both for grains’ fodder. SRI (System of Ragi intensification) principles have been creatively adopted to suit the cultivation practices for finger millet, making it possible to produce 3-4 times more crop than with farmers’ traditional practices, without depending on new varieties. It does use small amounts of purchased inputs along with mostly organic inputs.

How to Grow Nursery: Prepare the land thoroughly when dry. Apply and puddle well. Then, make beds of one meter width with convenient length. Remove the soil from either side of the bed and put in seed bed. The bed automatically gets raised in height. Place wooden planks of bamboo slits all around the bed for support so that the soil will not loosen and get carried away with rain.

Soak the seed in water for 12 hours. Put the seed in a wet gunny bag and leave it for 24 hours for incubation. Level the seed bed. Spread a thin layer of well decomposed F.Y.M. on the bed. On this layer, show the seed sparsely. See that 1.25 kg seed is sown on 40 sqm area. Apply another layer of F.Y.M. to cover the seeds. Irrigate carefully every morning and evening. Do not apply any agrochemicals to the nursery bed, in 10-12 days, vigorous &healthy seedlings are ready for transplanting.

Organic manure: F.Y.M. or Compost is applied @10 tones/ha. This is quite sufficient as a source of nutrients. As a result, more plant growth is achieved because of better soil health and more balanced nutrient supply. Apply diverse organic manures. Organic manures acts as food for microorganism.

Field preparation:  Plough the field three times; two of these ploughings should be done within an interval of 8-10 days in between during the nursery preparation. For transplanting mark lines on the field in a square grid pattern, at a distance of 10 inches apart, one direction being perpendicular to the gradient; wooden markers can be used for lines.

Weeding and aeration: Use simple mechanical hand weeder (rotary hoe) to churn the soil for weed control. Rotate the weeder at least 2-4 times at 10-12 days after transplanting at 10 days intervals, this incorporate the weeds into the soil. Working with rotary weeder helps in greater aeration which results in more root growth, reduced weed competition, more oxygen and nitrogen to roots.

Water management: Water should not be allowed to stagnate under SRI method. Give regular irrigations to keep the soil moist. Alternate ‘Wetting and drying’ should be done which give aerobic and anaerobic soil conditions for better nutrient mobilization by soil biota.

Plant Protection: Blast —Grey-green to yellow lesions are formed on leaf blade. Grains of infected over heads are shriveled and become light in weight.

Control: Treat the seed with Thirum @2.5 gm/kg seed. This disease can be controlled by spraying of Carbendazim 0.1%.Grow resistant varieties like CO RA (14), Paiyur (RA)-2, GPU-28, GPU-45,GPU-48, L-5.

Downy Mildew:-Plants are stunted and leaves may arise close together in a bunch.

Control: Keep the field free from weeds and Spray Dithane M 45 (0.02%) solution on standing crop.

Seedling Blight:-It causes severe damage during years with high continuous rainfall. Minute,

oval, light brown lesions on the young leaves and become dark brown.

Controlling method: Treat the seeds with Captan or Thiram @4g/Kg and Spray Mancozeb @ 1.25Kg/ha.Stem Borer: Central shoot may die causing “Dead Heart”. If it is partial the plants may turn yellow. Controlling method: Spray carbaryl 50 WP 1 kg per ha and Spray Methyl parathion 50 EC 1 ml/litre or Phosphamidon 85 WSC 0.5 ml/litre or Dimethoate 30 EC 1.7ml/litre.Aphids: Insects suck the sap and reduce the vigour of the plant. Controlling method: Intercropping with pulses, sorghum, maize etc. Spray methyl demeton 25 EC@  20 ml/ha or dimethoate 30 EC@ 20 ml/ha (mixed 10lit of water using high volume sprayer)Harvesting and threshing: The crop mature in about 160-180 days depending on the variety. Harvesting is generally done in two stages. The ear heads are harvested with ordinary sickles and straw is cut close to the ground. Earheads are heaped for three to four days to cure and then threshed with hand.Yield: With improved package and practices, it is possible to grow 20-25 quintals of grain and 80-120 quintals of fodder per hectare.
